This week I will be delivering a seminar at the Digital and Mobile Governance Lab, SIRPA, Fudan University“: Artificial Intelligence and Algorithm-Based Governance. Challenges and Opportunities in Public Administration“. This seminar is oriented to introduce artificial intelligence and algorithms in the public sector. This seminar stems from the growing interest in obtaining evidences regarding the adoption, use and dissemination of artificial intelligence (AI) and algorithm-mediated governance in public sector organizations. AI and algorithms advance a new momentum of the interplay between ICTs and public administration drawn upon the growing amount of disposable data by public agencies (big data), multi-channel interaction capabilities to interact with citizens in real time, existence of new dynamics of intermediation between public institutions and citizens via social media, or the adoption of autonomous systems to deliver public services. This seminar is intended to discuss the implications of AI and algorithm-based governance in public administrations. To do so, during the seminar results from recent research will be discussed, both in theoretical/conceptual dimensions, and regarding implementation/practical issues. At the same time, different challenges and opportunities derived from the application of IA and algorithm-mediated governance will be discussed in three levels: (i) institutional and political design models, (ii) organization/public services, and (iii) human (citizens/public employees).
